Eligibility
The system covers students enrolled at Slovenian higher-education institutions who have student status and are not employed or self-employed in the excluded categories and are not receiving a pension other than a family pension.
Foreign full-degree students meeting the conditions are included.
Current amount
From 1 March 2026, the state meal subsidy is €5.19 per meal.
This is not the final price of every meal. The student pays the difference between the restaurant price and the subsidy.
First registration
- Complete the online first-registration form.
- Save the application number.
- Within 90 days, visit an SŠP registration point personally.
- Bring a photo identity document, the original current certificate of enrolment, and your phone.
- Choose phone identification or the available contactless-card option.
- Obtain the activation code.
- Activate the online account.
The FAQ currently lists a €15 charge for the contactless card. Check the current amount before you rely on it.

Annual renewal
The right must be renewed for the new academic year using current enrolment evidence.
Where meals are available
Subsidised meals are not limited to Ljubljana. The official system includes providers under the Ljubljana, Maribor, and Primorska student organisations and across Slovenian study centres, though the number of providers varies.
