Add trilingual FAQ page and wire FAQ links site-wide

New /<lang>/faq/ page (en/si/mk) with categorised accordion Q&A that link into the Student Welcome Guide, plus a contact/Viber block. Nav 'FAQs' links and 'See all FAQs' buttons across the site now point to it.
